The National Treasury is responsible for managing South Africa's national government finances. Supporting efficient and sustainable public financial management is fundamental to the promotion of economic development, good governance, social progress and a rising standard of living for all South Africans.
The National Treasury is a proud sponsor of the IIPF Congress 2009. It is envisioned that the congress will provide an opportunity for the National Treasury to engage with academic economists and to strengthen the links between Departments of Finance and public finance economists from around the African continent. In addition, this conference represents an opportunity for African public finance policymakers and academics to engage with the prestigious IIPF, both to provide foreign experts with a greater understanding of developing country issues, while broadening participation within this institution.

The Deutsche Gesellschaft für Technische Zusammenarbeit (German Technical Cooperation , GTZ) GmbH is proud being a sponsor of the 65th IIPF annual congress in 2009. In supporting the congress GTZ envisages to support discussion in relevant areas of public finance and to strengthen the network between academic researchers and practitioners. In addition the conference offers possibilities to demonstrate possible connections between academic research and its application in support of our partner countries. In conjunction with the 2009 annual congress, GTZ is pleased to announce the first African Public Policy Award.
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned GTZ supports the German Goverment in achieving its development-policy objectives. It provides viable, forward-looking solutions for political, economic, ecological and social development in a globalised world.
GTZ has been working in the field of public policy for a substantial time. A special focus is given to the promotion of the state's ability to mobilise revenues in order to finance its activities as well as to the advancement of pro-poor orientation of public spending, both according to the concept of Good Financial Governance. The promotion of said focal areas contributes considerably to sustainable development in our partner countries. Within the field of public policy, GTZ concentrates on reform approaches in four core areas of the public sector: Public Revenues (Mobilisation of Public Revenues), Budget Reform (Pro-poor Budget Reform), Administrative Reform (Pro-poor Administrative Reform) and Intergovernmental Fiscal Relations.
GTZ has acquired wide-ranging practical experience in afore-mentioned areas through its cooperation with partner countries in various projects and programmes. This experience is being assessed and processed constantly and relevant approaches are being developed and tested further. The findings obtained from this ongoing process are applied within GTZ as well as fed into international discussions. To this end GTZ participates in international networks and holds conferences on relevant topics, thereby contributing to the agenda-setting of important subject matters of development cooperation as well as to the debate on public finance and administrative reform at the national and international level. At the same time this exchange of experience proves to be of vital use in order to learn from other stakeholders' experiences and feed those back into GTZ's processes of policy-making and its practical work on the ground.
